You can change the arrangement of your blog easily too. The
arrangement of the blog elements can be changed using the Layout button on the
left hand side. This allows you to click and drag to rearrange elements. For
example you can make your blog posts section move to the right or left sides of
your blog. You can add or delete Gadgets here too.
When you have changed the layout write a blog post about the
new arrangement.
You may have already made these kinds of changes to your
blog – you don’t need to change them again.

Answer :
I can drag the blog elements and these could be changed using the Layout button on the left hand side. This makes me to click and drag to add and delete.
For Example :
Add a Gadgets to my elements.
select the blog to update
click to layout button
The area where you would like to add something, click on Add a Gadget then choose Add a profile
Next screen that opens type "Semra's work".
in the left , click on save .
Optional : You can change the settings on a gadgets , click edit.
Finally, look at on Blogger theme, it would appear on profile Gadgets "Semra's work".
